Thanks, Kathy D for the tracking-down of this number.

I've long maintained that the BABY is the problem in most cases of
"insufficient milk" - the suck is weak or otherwise ineffective. (Assuming
that the baby is brought to breast enough in the first place.) I could buy
the idea of 5% (or some other number) of babies having a poor enough suck to
compromise supply - these are the kids that end up in my office and whose
moms have done all the right things on their part.

Linda Smith, tired of folks who blame the moms and hoping someone will really
look at why some kids have a hard time BF in the early weeks when they need
it. Maybe that's why supply is high at the beginning?
