Julie, of course it's OK for a mother to tan while breastfeeding. That's what
happens every summer in the US and most of the year in other places in the
world!

There are so few reasons to stop BF that it's almost absurd at how many
excuses for stopping keep coming up. Think "continue" unless something
terribly dangerous comes up, like the mother needing chemotherapy. In fact,
assume breastfeeding is safe and normal unless PROVEN (and I am shouting)
otherwise.
