          While at the ILCA conference in July, I picked up a copy of
          a 90-plus-page compilation of state and federal laws dealing
          with breast-feeding entitled <Breast is best: legislation
          supporting breast-feeding is an absolute necessity.  A model
          approach> by Gordon Gray and Rega Richardson Waggett.  The
          Waggetts were instrumental in working with Texas State
          Representative Debra Danburg to introduce the relevant Texas
          law that came into effect on 28 August 1995.  For
