The brand Mamivac makes 28mm nipple shields.

I once had a mom with wide nipples and a small baby whose mouth was simply
too small to latch properly.  I had her pump, bottle feed, and put him to
breast a few times/day after a bottle feed.  When he had gained some weight
and his mouth was bigger, he was able to latch and suckle.  This mom lived
next door to her parents, and they were able to help her with her older
child and home stuff.  I'm not sure she would have had the time otherwise.
