First and most obvious suggestion is to buy one of those small cartons of every formula going so that she can try each in turn looking for one the baby likes. Almost certainly she's thought of that already herself, but there you are just in case.
If not, then I'd try whole milk diluted 50:50 with water, which is potentially manageable for a baby this age as long as someone sits down and really goes through what the baby is getting from solids and checks whether anything's going to need supplementing.
One trick I've also heard of is to try something different for giving the milk; some babies seem to get used to the idea that the stuff that comes out of a bottle is meant to taste *this* way, but are more open to trying something different if it comes from a sippy cup, or vice versa.
Ultimately, I think it's a case of 'baby won't starve him/herself'... if she keeps offering different things and staying calm about it, the baby is going to accept it eventually.
