IMHO the only reason to introduce water at around 6 mo is to teach the 
baby (either breast fed or artificially fed) how to drink from a cup (my 
preference is straw cup rather then the sippy cup). Thus there is no 
need for the maximum amount recommended. While discussing introduction 
of cup I do advise to use a small soft medicine cup with about 5-10 ml 
of water offered to the baby about the same way how cup feeding is 
offered to the newborn. Unless the kid is severely debilitated by 
dehydtration, he/she does not need any water to take place of the breast 
milk (or artificial milk for that mater). But such cases would require 
intervention by baby's pediatrician anyhow.
