I have worked with a mom in a similar situation, and her milk production 
waned over time while she bf her older baby while waiting for the next 
to be born from a gestational carrier. We needed to do a lot of pumping 
and initial supplementing at breast. When mothers are already bf a young 
infant, it's usually easier for them to expand the production to a 
second infant (such as an orphaned nephew or niece).  As lactation 
"matures" it is harder to expand supply, so I recommend maintaining hers.

I would encourage this mom to keep making at least 28 oz of milk a day 
(750 ml). Since she is bf twins, she is likely to still be making this 
amount just bf them into their second year. As they start to drop 
feedings, she can start expressing. Many moms with well established 
lactation manage to keep full production with 5-6 expressions using a 
double electric (rental) pump per 24 hours.
