I agree that the main issue is completely misunderstood.
As far as choice goes - despite formula being available in many poorer countries - to properly feed a baby would cost most of the monthly household income. Plus it would involve a whole lot of extra work for women to fetch water and firewood to safely prepare the formula. This is why formula gets diluted - leading to malnutrition etc.
