Hello!  I am currently working with a mother in Minnesota who is in training to become a foster parent to newborns.  She is an experienced nursing mother to 2 biological children.  She understands the importance of breastfeeding - especially for medically or emotionally challenged children (as these infants would certainly be since they are generally placed in foster care as newborns due to drug exposure in utero).  She would like to nurse her foster babies and be very above board about it.  In other words, she would like the state to have a policy in place in support of breastfeeding foster babies.  (Yes, she is a pretty awesome person!)









Minnesota has just passed new policy on "normalcy," effectively meaning that birth parents can not get in the way of foster parents providing normal and healthy life opportunities. (An example was that a birth parent couldn't deny a kid from playing on the football team.). And, of course, we can show that breastfeeding is normal!  The WHO stands behind that.





I've put together a lengthy research-based document addressing the importance of breastfeeding infants in foster care, common concerns (about attachment, reunification with biological mother, etc.), and basic how-to’s of breastfeeding an infant the mother did not birth that this mother is presenting to state workers.  So that's a start!





Are there other U.S. states that have gone through this?  We are looking for some precedents, because that could also help guide and support our case.
