Is trying to give it in a bottle and the baby's never had a bottle before? If so, can she just give it in a sippy cup? If the baby is used to bottles and it's an issue of only the taste of the formula. I would start with whole cow's milk and gradually add in more and more formula. Give her all the good tips of trying when baby is calm, not too hungry, etc. Walk and rock the baby during the feed, extra cuddling, etc.

For the person suggestions diluting cow's milk with water - did you mean dilute it with formula? I wouldn't think it would be a good idea to dilute cow's milk with water and give it to the baby. But you might be able to start with cow's milk (with isn't the greatest of course because it has no iron other important vitamins and minerals the baby needs) and gradually add in more and more baby formula. It's a shame she waited so long, it usually works best to do with breast milk instead of cow's milk. Hopefully she can transition off the cow's milk before the baby becomes anemic.
