From what I know, the process for harvesting stem cells resembles dialysis. A cytokine is given to the donor so that as many stem cells as possible enter the circulating blood. The blood is filtered through the machine and stem cells are collected and concentrated while the rest of the blood is returned to the donor. As they must also be administered intravenously, I doubt whether stem cells from milk could be harvested or administered without using a kind of technology not readily available.
