I just recently watched a webinar which included some information about
this.  Since there is a possible risk of transmission of infectious agents,
they should definitely respond and take the appropriate steps.  All
hospitals should have a policy on this, so I would probably call the local
hospital or the closest NICU and ask what their policy is, in regards to
what to screen for.

I found this from a quick Google search:

It lists their policy regarding what they do in this situation starting on
page 5.  (I'm just sharing this as one example I found.)

I wouldn't downplay the mother's concerns.  The daycare facility should
have a policy on this, and if they don't, they really should write one.
Obviously, things like this happen.  They also should have a policy on how
breastmilk is given, just like hospitals do, and have 2 employees double
check that the correct milk is being given.
