Is that really so?  Losses in the UK for the winter of 2013/14 are virtually zero - perhaps 1%.  Losses for 2012/13 were high - around 50%.  All easily explained by the weather: 2012 was the wettest ever summer and autumn, so no pollen and very poor colonies going into winter; 2013 was wonderful once it got going, with a very long warm autumn and plenty of forage right through into November, so colonies in great shape for winter.
We just do not have the problems that you are having in the U.S.  I suggest that you have problems which are not global.  The only thing that is really global is the hype that has been generated.
