Goat's rue is called Geißraute. It is available in every pharmacy, though I believe most would have to order it (so it could take a few hours to be delivered to the pharmacy).
How about the "Motherlove" product range including "more milk plus capsules"? They don't contain goat's rue afaik but have been used by a lot of women quite successfully from what I've experienced (on myself) and been told by others. They can be ordered through www.motherlove.de.
