For MT and most of the northern states of the US, I can affirm that our yearly overwintering losses pre-varroa were generally 5-10%.  15% was considered a bad year.  Now, I know you're farther north, so 15% may not be so bad.  Regardless, post-varroa was when we saw the losses take a jump.
