Decongestants have much more of a suppressant affect on milk production  usually after approximately six months as the mothers prolactin levels are declining, and she is breastfeeding less.

I doubt that the decongestant will have much of an effect on colostrum production.

In any case, whether the mother is breastfeeding or not, she should drink plenty of fluids while taking the decongestant.
