It is hard to say for sure without seeing the mom and baby but....
Is the baby just taking a breather to socialize and make eye contact?
Sometimes babies will take a break to smile, play with the nipple etc.
before settling down to take the second breast. Is this baby exploring
or is this baby having difficulty latching on the second breast?
Could
the vitamin supplement be given orally by syringe instead of diluting it
in a full bottle?
