There are two good references for Joint Commission Perinatal Care 05 and 05a: This is the list of reasons for 'not exclusively BF as allowed by Joint Commission https://manual.jointcommission.org/releases/TJC2013A/DataElem0274.html This is a link from USBC http://www.usbreastfeeding.org/Portals/0/Publications/Implementing-TJC-Measure-EBMF-2013-USBC.pdf I believe when joint commission says 'lactation consultant' they are referring to an IBCLC. The reason why I think this is because of the speak-up campaign a few years ago. On their handout it says 'ask if the hospital has a lactation consultant and how to reach one' and then listed in their reference is the link to USLCA http://www.jointcommission.org/assets/1/6/Speakup_Breastfeeding_brochure.pdf Additional link for questions and answers on joint commission website: https://manual.jointcommission.org/Manual/Questions/UserQuestionId03Pc100041 Hope this helps.
