Hi,
The FLSA laws in the US cover hourly wage employees.  It does NOT cover
salaried employees.  It does NOT exempt employers with less than 50
employees.  If there are less than 50 employees a employer can appeal for
exemption and* they* must show it would impost a hardship on the employer.

The FLSA laws protects women for the first year of their child's life.  If
the state where the business is licensed has protections for a longer
period (Oregon is 2 years), the longer period is respected.

If an employer is owned in another country they still have to have a US
business license and are required meet US regulations and laws.
