Yes, the educational requirements only apply to first-time applicants. 

On a happy note, IBLCE has agreed to let Human Biology fulfill the requirements for Biology, Anatomy and Physiology, as had previously been the case. As well, they've grandfathered in a social worker applicant who was concerned about social worker being dropped from the list of health professions. All is well!
