Heather, does the journal article use the term 'lobby' about the
groups advocating for breastfeeding and those working to reduce cot
death?  While not always negatively loaded, it does always mean 'a
group whose goal is to influence legislation in a particular way' and
one would think that working to protect breastfeeding and to reduce
cot death were perfectly compatible purposes. I know from experience
that breastfeeding supporters put a very different spin on their sleep
information from that of anti-cot death campaigners, but it is really
lamentable that there should be open conflict between the two.
