Bacterial count of both raw cow's milk and human milk would depend on how 
carefully milk was collected.  Why is raw cow's milk a concern?  Most US 
milk is pasturized and  whole milk isn't given until about one year. Are 
they comparing cow's milk based formula to human milk??  Cow's milk formula 
in liquid form is sterile until bottle or can is opened.  Powdered formula 
is never sterile.  I think they are trying to compare apples to oranges!
