Hi Michele,
It certainly seems like baby got worse with dairy exposure, so continue to help mother with that elimination completely. There are some reports of success with mother taking enzymes and even baby taking enzymes. There was a very recent post about a lactnetter who writes a blog related to bf her severely allergic child. I hope you can find that post and the blog.
