I would suggest she increase her expressing frequency and decrease the duration. Double pumping for 10 minutes 10 or 12 times in 24hours is likely to yield more milk than double pumping for 20 minutes 8 times a day. I often suggest to mums of premmies that they express (by hand is often easier because there's less washing up) for a few minutes every single time they sit down (or hourly) during the day and at least twice overnight. Babies don't feed regularly so expressing at irregular intervals might more effectively mimic what her body is expecting - and have the nice side effect of helping mum to escape the expectation of predictable routine feeding that is often entrenched in mothers by the NICU experience.
In addition, keeping an expressing journal in which she adds up the day's yield might help her to focus on the day rather than the individual expressing session. 10mls x 12 = 120 but 13mls x 8 = 104
