For me aside from education re: what nipple shields do and do not accomplish I have found that one of the most simple
ways to assure the staff is not indiscriminately passing out nipple shields (or to discourage the Nipple Shield Fairy, I swear I feel like
she shows up once in a while and slips them under every mother's pillow case!)....


.....is to teach them effective hand expression (in addition to continuous skin to skin). More often than not in that immediate postpartum period they are dealing with a sleepy, and perhaps slightly disorganized newborn. Skin to skin and tincture of time will help this resolve. 
If the nurses are familiar with hand expression this can put out the fire so to speak.
