Has the baby been evaluated for a tongue tie ( particularly a type 3 or 4)?

I often see TT  babies who won't open wide because when they do their tongue is unable to extend over the gum. It seems like the baby knows where the tongue is supposed to be and the only way to achieve that is by keeping their mouth small.
