Are there any interim weights?

This sounds like a quite serious case of underfeeding  - the baby is 
malnourished and for this reason is not eliminating.

The mother says the baby is 'vigorous' - I would doubt this, to be honest.

As to what to do, this is outside my boundaries, but if it was 
happening to a mother contacting me I would with some *urgency* 
ensure the mother contacted whatever HCP is at hand to explore an 
immediate assessment. The most likely scenario is that this baby has 
not had anything like enough to eat, and the mother's breastmilk 
supply is as a consequence marginal.  There could be other reasons, 
but this is far and away the most probable.

It's unlikely in my experience that she will instantly be able to 
enable the baby to catch up with her milk alone (direct and 
expressed) and she will need to supplement with donated breastmilk 
for preference, if available.

But presuming all the figures are correct,  a baby this far below 
birthweigh at this stage of life is a medical emergency, in my view.
