Hi Laura,
I have seen this several times. I have found that continuous skin to
skin and "laid back" positioning (like another poster said biological
nurturing position) really helps baby to relax and begin to
instinctively open wide.
In the meantime, mother can (and I believe should) express colostrum
by hand and spoon or dropper feed to baby as needed.
I don't know if the tongue sucking is a habit formed in utero or a
neurological effect of meds, for example??? that wears off.
