Our county WIC program has frequently taught basic cooking classes over the years. Ten years ago, I developed a 12 part series of classes (one a month) that were presented in a very simple format (no fancy equipment, user-friendly, language appropriate). Moms enjoyed them. The recipes incorporated the WIC foods. Recently, California WIC has also started a cooking series (Healthy Habits) that included WIC foods recipes, an excellent cookbook, and so on. The recipes are very simple, encourage the use of fresh foods, etc. It is a step in right direction.
