A number of years ago, Cynthia Mojab wrote an article for Leaven about Breastfeeding and Vitamin D, specifically addressing myths. I saved the paper version of this article for a long time because I really liked how she framed this issue: human milk should not be considered "deficient" in vitamin D. Instead, humans are suffering from "Sunlight Deficiency."
I have not checked all of the references to see if the information is still current, but if nothing else, it is an excellent read to help us develop a mindset for explaining vitamin D levels to those who point the finger at breastmilk.
