Erika, it sounds like you are describing a posterior tie - one which is 
posterior to the mucosa (the thin membrane of the floor of the mouth). 
If you stretch the tongue upward, you might see a thin white line behind 
this "curtain" which is the frenulum which is hidden by this mucosa.

This can be treated in the office. Dr. Coryllos' method is to make a 
tiny snip in the mucosa right in front of the frenulum, then snip the 
frenulum, and if necessary, spread the mucosa away from the tongue to 
free the tongue movements.
