It is not the airlines but TSA that makes decisions about what you can
carry on. I just travelled with a toddler and some milk - there are
clear signs at the airport indicating that breastmilk is not limited.
She just needs to declare it at the security check point.

They "tested" our baby food at one check point - they don't touch the
milk/food - they waive a testing strip *over* the opened jar/bottle in
question.
Additionally, she could freeze it, put it in a cooler, and pack it in
her checked luggage, where there are many fewer conditions.
