I've seen this often enough to think of it as a variation rather than a
delay. Look for one of those pesky midline defects (think tongue tie of some
sort! - I'm being silly because of the midline defect question earlier
today).
Vermont has a wonderful early education intervention program, and here the
mom would be able to self-refer for a developmental evaluation with an
occupational therapist. From there she would probably work with a feeding
specialist.
I'd encourage you to encourage her to find out what might be available. It's
concerning when this happens - often these kids are existing on yogurt! -
and nice to have someone to work with. But the wonderful thing about
continuing to breastfeed these little ones is, they still get the good
nutrtion, and with a little luck mom is doing good intuitive guidance on
growing into other foods.
