I am confused as to why you would consider denying access to these groups? Most of our WIC clients have cell phones as opposed to land lines. I loan pumps regularly to moms with babies in the NICU and have loaned to several methodone maintained mothers. I have always gotten the pumps back. Sometimes it takes some waiting or being creative in our reminders but have never had a major problem and this is across the board not just this sector of mothers.
