Has mom had her thyroid checked?  It seems common in my area that labs use
outdated values for thyroid levels, which have a much wider range of what
they call normal than perhaps they should.  Hypothyroidism can cause the mom
to hold a steady weight or even gain, even if she is really and truly
exercising and eating a reduced calorie diet.
