Isn't it possible that it is similar to "tourista?" Since most cases of mastitis are caused by Staph Aureus could it be that the foreigners are having a harder time fighting off a strain of invading bacteria to which their bodIes  have not yet become accoustomed, just like a traveller getting diarrhea in a foreign land...
