The only time I have every heard of this sort of advice was when taking a baby who was born prematurely home from hospital.  A coworker I knew was told to avoid taking baby out to large groups and possibly play groups.  This was several years back and her baby was born at 26 weeks.  Baby would have been 
vaccinated at discharge too.
I have seen several moms with babies born at about 32 weeks with their baby out at groups, of course this would have been after vaccinations were given.
In my experience, being out at mom and baby groups never gave either of us a bug until Anna was old enough to put other people's toys and 
sippy cup in her mouth, then she caught just about everything going.  Children are such great vectors.
And my advice to new moms is to stay home for a week and this is only so that they stay in and get some rest and be with their baby.  This came from the community midwife who I did much of my 
midwifery training with.  She advised to stay home for 7 days, in part so the mothers would be where we could find them for home visits and so mothers would rest.

Subject: Staying In with Babies

Hello everyone,
 
Are others seeing a trend with pediatricians recommending that a mom not  
take he baby out anyone until the first immunization(s) have been given? This 
 means that moms who would love to go to a LLL meeting or other support 
group  would have to leave their babies home to go, or take them and go against 
direct  instructions from their doctors, or they have to wait til babies 
are 4-8 weeks  old. It has also been given as a reason not to pursue any 
bodywork for a baby  with feeding issues, because of the "risk of infection" ( 
despite the fact that  the pediatrician's own office is much more of a risk 
for exposure...)_
