St.Petersburg Times (Florida) has a blog:

Says that the Baucus Bill will add an excise tax on all medical items listed by the FDA as Class II and costing more than $100. 
Included in that list: electric breast pumps.

I heard this on the radio from former AZ U.S. Representative, J. D. Hayworth, but have not yet been able to find it in the actual text of the bill. But it may be hidden in the description of "Class II" items costing more than $100.

Have queried Mr. Hayworth for more information.
