Could the article you are thinking about be:

Hunziker, U. A., & Barr, R. G. (1986). Increased carrying reduces infant
crying: A randomized controlled trial. Pediatrics, 77, 641-648.

I work at a tertiary hospital's breastfeeding centre and I teach just about
every mother I see how to make and tie an easy wrap.  If anyone wants the
details (how to tie the approx 5m length of fabric) I am happy to share this
information with you.  I teach them in the first consult if possible and
they are always amazed at how 'right' it feels and how comfortable it is
with the added bonus of being hands free for many activities.   

The presentation I do on babywearing with midwives is always well received
also because it is cheap and easy!

I read an article years ago about a study in which mothers were randomised
to receive either a baby carrier, a sling or nothing.  Can't remember the
outcome measure but I am thinking that perhaps if you give mothers slings
(they don't have to be expensive - or you could teach them to make their
own) and teach them how to use them, they might find they like them better
than the buckets.
Some slings are no more than a strip of fabric ... the trick is tying it.
