I would, at this point, check the actual temperature of the milk. If it comes close to freezing, I would concur that it is safe to use as no bacterial growth can occur at that temperature. If it is not close to a freezing temperature, I would move the milk far to the back of the freezer where the inital coolants go off and see if that helps.
Tricky. I have never experienced this before!
