I wholeheartedly agree with your premise, but I think you are over emphasising the WIC aspect of it. Not only does WIC issue a pump to every mother who says she is breastfeeding (whether she is having difficulty or not, or needs it or not for work) but so do many insurance companies. And hospitals.
Pumps are being given out left, right and center. And it is because it is cheaper to throw pumps at a problem than it is to employ someone and give them benefits.
BTW, I recently had a call from a mom who bought her brand-new-still-in-the-wrapping pump from Ebay. She called the company for a part, and was told that it had originally been a WIC pump. So some of these moms who get the pumps just turn around and sell them!
