I am an NRP instructor in a large maternity hospital in Canada.

I believe that it is required that in order to take the NRP course,  
you need to be designated a health care professional, ie an RN, LPN or  
physician.  For instance doulas can not be NRP providers.  However,  
since you work in a hospital and care for newborns, you need to have  
some basic neonatal resuscitation certification, otherwise you are a  
big legal liability.  At our hospital, our porters are practical  
nurses and they are required to take part of the NRP course, I'd have  
to look up which lessons they are responsible for.  Where I work, all  
LC's are RN's and they are required to keep up their NRP certification.
