There is some evidence that anaemic women can have issues with low supply.

intervention is to improve the mothers' iron status (assuming her anaemia is
caused by iron-deficiency). It will also make the mother feel better.
There is no reason why this mother cannot begin iron supplementation (and
possibly dietary changes) while addressing the other issues you describe.
