Just a small clarification:
 WHO graphs were adopted more than a year ago in my country (that is
part of Europe too) (20.03.08,
http://mihp.com.ua/ukraine/INFOukr/Nakaz_149.pdf - you can scroll to
page 61 to see them nicely translated into Ukrainian and signed by our
Ministry of Health
So probably  UK is first in EU but not in the whole Europe.
