Maybe she could talk to her doc about using the decongestant  
pseudoephedrine HCl (called Sudafed in the US)? One dose can drop milk  
supply by as much as 50%, depending on what reference you're reading.

I also saw a post on another group that suggested giving the baby lactase  
drops (called LactAid in the US) to help digest all the lactose that baby  
gets when there is so much milk, but I'm unfamiliar with the protocol.

And then there's the short-term fixes like stimulating an MER before  
putting baby to breast; feeding baby in the "down-under" position; etc. I'm  
eager to hear what others like to suggest.
