There is now a resource for mothers with low milk production!  It is  
by Diana West and Lisa Marasco and it is called "Making More Milk."   
It is fantastic!
For what it's worth...without knowing anything other than what you  
mentioned about his mom in question -- I'd have her start by getting  
her progesterone levels checked.  Low progesterone can be the culprit  
in early miscarriages (luteal phase defect) and can also be the reason  
for breasts not changing in pregnancy.
