If I understand the physiology of pregnancy and early lactation correctly
(and it is entirely possible that I don't), retained placenta does not
restrict the production of prolactin but the placental production of
progesterone, lactogen and oestrogen interfere with the action of prolactin
in mammary tissue.  So a mother with retained products could well have
normal prolactin levels (for a lactating mother) but still not be
synthesising large quantities of milk.
Also it sounds like mum is likely stressed out of her head - and exhausted.
I would be looking at whether she is letting down to the pump or the babe.
