I don't have any evidence, but the eyes have a direct link to the throat via the lacrimal ducts. If they are not blocking the lacrimal ducts during instillation of the eye drops, it is possible to have systemic effects. Usually systemic effects are seen with glaucoma meds, which can cause hypotensive events, but to a sensitive child, anything is possible.

It would be enlightening to find out what kind of medications the mother had during delivery, or the baby afterwards.
