The requirements vary from state to state. See the AAP 2005 statement on "breastfeeding and the use of human milk" (pdf available at this link

Under recommendations specifically check out number 3 which states that needle-sticks and eye prophylaxis should be delayed until after the first feeding.

Few hospitals in the US are looking at this, but sometimes you can get some consideration if you bring the recommendation to the attention of the right group.

Is there a legal requirement in the US to administer vitamin K and eye
prophylaxis within 1 hour of birth? Or is this an ACOG or AAP
recommendation? If we must administer these meds before the first
breastfeed, is it best to get it 'over with' within the 1st 5-10 minutes after
birth, or wait until closer to 60 minutes (when the baby may be attempting to
latch)?
