Yes, breastmilk is parve.  The prohibition of mixing meat and dairy products 
is based on the Biblical directive: thou shalt not cook a calf in its 
mothers milk. Breastmilk can be given to a child who has eaten meat without 
the usual time limits that apply to dairy products.
